Usually after selecting a non-owned stack and moving away via Next stack button - it remains in the cycle even after some owned stack was manually selected. Some stacks of Imperial forces are cycled like this on the first turn, however.
Though having a separate button to cycle through these with ability to exclude permanently until manually selected again or moved (or the same button with a toggled filter that defaults to "owned only") could be quite useful.
