update github track submission instructions #83

This PR:

Further clarifies that Quarto is not the required submission format, and lists more alternatives
Updates the submission instructions for the github track to use the new submission issue form
Adds some minor clarifications on the under review page and to the reviewing timeline

Once this PR is merged, change the info under "What is the reviewing timeline?" in the process doc to refer to the relevant section on the submit.qmd page, so that we have only to maintain a single source of truth.
