This appears to be a problem with the Embed.ly service.
The call
http://embed.ly/docs/explore/oembed?url=http%3A%2F%2Ftwitpic.com%2F5a3hi9
fails.

Please raise this bug with Embed.ly as there's nothing much we can do.
