Able to access create appointment modal as student or guardian #102

Steps to repro:

Log in as a user with the STUDENT or GUARDIAN role
Go to the Calendar tab
Click on a day on the calendar
Observe that appointment modal opens
Create an appointment
Observe that it appears on the calendar
Refresh the page
Observe that the appointment is gone

Expected behavior: These user types don't have permission to create appointments, so the modal should be hidden from them
