Add ability to create SCHOOL_ADMIN and SCHOOL_STAFF users. #68

Currently, you can create these roles as users, but there is no way to connect them to the school they're associated with.

I'm thinking we need to add "Add School Admin" and "Add School Staff" buttons to the school page.
