Able to create student without counselor, school, time zone, status #98

Steps to repo:

  1. As a SYSADMIN user, go to the Students page
  2. Click "Add Student"
  3. Fill out every field but leave counselor, school, and time zone blank
  4. Submit
  5. Observe no errors when submitting, and student data is missing in UI

Expected behavior: When submitting the form without the data above, users see validation messages for each field
