Completely new keystone.conf and format as of Oct 10, 2014 (Ubuntu 14.04) makes it yet again difficult to upgrade or refactor -

There is no ini-file 'include' mechanism with a /etc/keystone.d/ directory, for example
The sections in the new file are not organized in in a way to feasibly 'append' everything
Using modifiable salt-administered sections (blockreplace) with line-delimiters is clunky at best

So we really need to either use my (JJW) ensure-ini.py, or Salt's ini-manage module, which is only available on 2014.7.
