GHI-100 start Dockerfile #102

this does start building successfully using clang-13

it hits an error eventually but it's a lot better than no Dockerfile

Did you try to build main branch or attempt to fix build branch? If you haven't already please try there and tell me the result.

Did you try to build via the custom makefile that builds with em++? This might help isolate the problem.
