Implement WebCA algorithm #90

Use the look-up table algorithm defined in WebCA so we can use all the rules defined in that app. Since the author has passed away I want to keep all this work alive.

Come up with an appropriate UI that encompasses all of the rules there.

@saumyajainnn This is a really fun one! You'll probably have some questions. Look at life.cpp ... you'll be working on a cellular automaton rule
