Fix CI Parsing Errors #2

CIs are currently not even running because of a parsing error:

Error : .github#L1 the `uses' attribute must be a path, a Docker image, or owner/repo@ref

This PR attempts to fix this without spamming a ton of commits to the master branch. It also attempts to get some basic stuff going

Caching still doesn't work but thats ok
