Feature Description

There is a wildfire detection algorithm in this paper. As a first-pass of our own algorithm we should implement it.

Developer Notes

Only for a single time-step
Should use previously developed tools when available.
Should document hard things
Should add parsing steps necessary to issue #14
Should document which channels were necessary
Should verify a couple
