File dates aren't correctly stored on windows #28

What steps will reproduce the problem?
1. I'm using WinXP
2. Use explorer to copy one file from a local disk to the sdfs
3. Open up the property window of both the original and the copied file
4. The "Created Date" is the same but the "Modified Date" is set to "1-Jan-1970 
01:00:00". In other instances I've seen the date being set to "18-Mar-12303 
19:12:31" (Yes, 12303 - it's not a typo)

What is the expected output? What do you see instead?
The expected output should be the last modified date and the last modified date 
should be set to the created date if newly created.

What version of the product are you using? On what operating system?
Using version 0.9.7 on WinXP SP3 x86

Please provide any additional information below.
I have attached screenshots of the propery windows of the original and the 
copied file

This is still an issue with the latest version 1.2.5 on Windows.
