Scout timing can cause it to build too many Overlords #180

Can reproduce with the following settings: Final waypoint 50 drones, 1:10 scout 
timing, 7:00 time limit.

Evolution Chamber will converge to a 6 overlord build, which is clearly 
suboptimal.  This does not happen with no scout timing, or a scout timing of 
1:30.

I ran the build described above (Final waypoint with 50 Drones, 1:10 Scout 
Timing, and 7:00 Deadline) a number of times, but mostly got 5 Overlords in the 
Final Output.  Sometimes, it built 6 Overlords.  Sometimes, it built 2 Queens 
with 7 Overlords.  It's a little bit unpredictable I think. ^^

Meant to say that it will build an overlord on 6.
