Tox tests are outdated #6

Tox tests are ran against rather old django versions and django rest framework versions.

Pre 1.8 versions are not supported by the Django project anymore

Pre 3.0.0 versions of Django Rest Framework also seem to be unsupported (the 2.4.x branch didn't receive updates since a yer)
