Added terrain tag overlay on map #11

Had some minor bugs, but should now be working as it should.

We're concealing kasi yung idea na grid-ded yung map. So ang papalabasin natin na kung ano yung position na they clicked will be the exact location the LGU will be assessing.

Ang gagawin natin to reduce complexity (instead of computing kung ano talaga yung naclick ng user sa map), we'll be randomizing this part muna.

Maganda siguro if pop-up window nalang yung assesment data (tags) as you suggested earlier.

Will be closing this for now.
