Outdated Time zone information #1472

Openflights uses outdated time zone information, for example Kazahstan switched to daylight saving time March, 1 2024 and will remain in GMT+5 one since that over all year. The similar issue persists for countries which stopped to use DST in past so some historical records are correct and some are with 1 hour difference.
