[bug] Sound placeholder doesnt play sound #147

Added a sound effect for later use when initializing the hud.. although it plays fine under vlc, it doesnt appear to work within game. No idea why. I cannot find the tools and original files from when I added the trade zone detected sound to cross check which is entirely bizarre..

Also i should probably be using audio.sbc instead of adding it to sound block list.. since it will only really play client side once i figure out HOW to play a sound client side :/

ok sound plays now i beleive. had to use al alternate encoder which i added to the git for convenience
