[iOS] Framelimiter issues #1033

Turning off the framelimiter doesn't go above 60fps unless you run the emulator in the foreground. Framerate still caps at 120fps when running in the foreground. Changed ps2.limitframerate setting in config.xml using filza

seems to be fixed on OpenGL but not Vulkan, meh
