HDD format issue

Quick summary

I’m trying to install hdd files to include shorter load times; but some games like rpg maker 3 and sfa anthology won’t allow it because the hdd isn’t formatted. And I try to use the Sony utility disc v3, and then it just freezes when I select something. Can you fix this so I will be able to install files from the disc properly?
