Investigate GitHub Actions for CI #49

Our current use of Travis CI (for Mac/Linux) and AppVeyor (for Windows) has been a bit hacky and hard to maintain. Moving things to GitHub actions might clean that up and simplify the release process.

Tinkered around with this in my personal fork. Have something moderately workable, just needs some cleanup.
