Make crystal-mode available on MELPA #6

I've installed crystal-mode via el-get by specifying GitHub repository directly. It would be useful to be able to install crystal-mode via package.el :bulb:

@dtan4 Not sure if this is what you want, but you can actually install arbitrary elisp via package.el without using MELPA via quelpa.

I've been reluctant to put this on melpa since it's so incomplete, and occasionally has had emacs-crashing-level issues with things like macro syntax.
