Allow specifying parameters to pass to a "pip install" command before running mypy
Switching to using Debian so manylinux wheels are supported
Allowing to specify the version of the Docker image being used, to support other Python versions

Hi @jpetrucciani is there any chance to get this reviewed? No pressure, just going through old open PRs of mine, I totally get if you don't have the capacities to have a look at this atm.

Apologies for the delays on this, I've not been keeping up with my OSS repos as I should! I've got this merged in, tweaked it a tiny bit, and now it's in the latest release! Thank you for your contribution! 😄
