Add "skeleton descrption" #570

Pour l'instant, on ne peut qu'ajouter un lien vers le tutoriel.

Il faudrait en dessous du lien rajouter un champ "skeleton description" en richtext. Sur le front, ça devrait ressembler à ça:

Skeletons help text

Body Count: Count incidents and victims. You can use it to monitor bicycle accidents in your town, victims of an epidemic, war casualties etc.

Political influence: Map politicians, lobbyists, NGOs and institutions. Ideal to keep track of the "revolving door", these people switching from corporations to government and vice-versa.

EDIT: it's done on staging. I updated the defaults skeletons to easily transfer this changes on prod (b4d97496ce7ec98a969aed4661ee268618bf8cb5)
