Handle the case when there is no money transfer for a stadium #22

For instance this page http://football-tax.herokuapp.com/#!/stadiums/fra-nimes-stade-des-costieres is useless because there is no money transfer for the stadium in the data.

One solution could be in these cases to:

"We don't have yet the budget data for this stadium. Want to contribute? Send us a mail at contact@footballtax.com"

Button : "Go to the page "
