By the way, @alex124585, is there a reason the OS matrix is inconsistent between the different yml files?

I just fixed it, let me know if this looks off!

@rsln-s - I have made changes to the GitHub actions

Separated python only build based on OS
fixed the pypi test issues
Fixed publish issues, this can be tested and uploaded by Alex only.

@rsln-s yes this will fail because I have added check to validate "libcsim" file exists. I think Alex said he will look into the issue why this file is not getting generated.
