Pepper requirements include 'warning', 'error' (TBD 'deadend'), small breakpoint as per Pepper pattern, Salt to allow no label on step

Outstanding Questions: Icon size, are they too small ?

New approach to icon sizing (1.5x for all steps, 1x for sub-steps) signed-off.
Still to finish in code: icon sizing implementation and accordion-mechanic for nested steps
