Select and order weather station #132

I see a cheap weather station here, but there's some functionality constraints that I'd want to run by Kerry - mostly that the control room software would only be able to operate on the data in 12 minute intervals (that's how often it'd be able to get new data from the CSV). I'd like to make this work, because other options are a lot more expensive. Real time output can be displayed to another monitor for someone in the control room every 18 seconds if necessary.

Kerry, Todd, and I came to the conclusion that we need to know dangerous peak wind speeds immediately, so that weather station is out of the question. Kerry said to check out Davis, and that he'll look around a bit too.
