Utility to create stations.json file #36

Basically need a combination of what is in stations.csv (http://web.mta.info/developers/data/nyct/subway/Stations.csv) and the stops.txt file (in the static Google Transit data file here: http://web.mta.info/developers/developer-data-terms.html#data).
