This call (line 185) is going to screw up every localized CMS using timthumb.
Setting the timezone should be a user responsibility, and PHP is falling back 
to UTC if she is lazy.
Is it really necessary set the timezone to UTC?
At least, timthumb should keep the previous timezone setting, and set it back 
before exiting.

Hi - whilst this would be correct if the script was included into the cms, it 
doesn't matteer as a standalone script since the change only affects this one 
php file and will use to the server default for everything else
