Feat refactor ood proxy #473

This PR introduces a new role cod_head_node to manage Shorewall configurations specifically for the head node of the COD cluster. It also removes Shorewall-related tasks from the sshpiper role to improve modularity and separation of concerns.

Need to Change the branch name. We are modifying the sshpiper role not ood-proxy.
