Report to review comments of a judge #1070

Allow the user to select the judge at a tournament. Then generate a report:

Team 1234
    goal - comment
    ...
   think about comment
   great job comment

Team 456
...

This was requested by Barb at HTK.

This isn't needed now that one can view a judge's comments ask at once in the subjective application.
