fastp v 0.19.5 issue #77

With the recent version of dDocent (v 2.9.1) fastp 0.19.5 does not have the correct arguments.

It appears that fastp v 0.19.7 does have the correct arguments so I would recommend adding to the software check that fastp is version 0.19.7 or higher.
