I improved FileSystemStorage docs in 1c8600c252be78cbc1fc31fa59eb24163b955857. base_url parameter's docs should now be clearer that it's not required and what it does. Also, I think the example is pretty straight-forward and doesn't need restating how base_url parameter and url method are related.
