Make point cloud appear upon pop-out of 3D scatter plot from MDV site of the data

• [x] Need to get information from the pop-out process to C#
• [x] While waiting for this information, set up basic if pop-out show point cloud graph
• [ ] Get specific table data, or a notification that the pop-out is a 3D graph and link it to one that exists if possible
• [ ] Have the button for the graph to close it appear with a label so users know how to close it
• [ ] Test to see the graph open and close systems and get feedback
