workers: swing weapon if valid target is in range even if it is not current target #153

Description
Sometimes a worker will get stuck behind a log trying to reach a stump (or similar).
Solutions
Do a periodic scan for close objects and if one is a valid cuttable target, swing weapon - even if too far from the desired target.
