Certain structures that are very powerful, like the ghost pylons, bat beacon, and phylactery, can be crafted and used by anyone with the right materials. Even a level 1 necronoobie.
This is not the case though for the Spectral Shroud which, when worn by a novice, spawns a hostile wraith rather than a friendly one. Perhaps similar things can exist for structures created by the inexperienced.
Ideas:
a spirit pylon is unstable unless created by a level 50 necromancer.
every level of Necromancy provides points of stability
instability results in malfunctions eg. an unstable pylon has a chance of exploding when summoning a ghost, spawning a hostile ghost, or damages itself every time a ghost is spawned
an unstable phylactery might fail to save the necromancer on death or maybe it saves them but also curses them or spawns hostiles etc.
