FYI, qsv pro requires a license to unlock advanced capabilities - in particular, it uses several cloud-based APIs and resources with associated costs that are outside the scope of an open source project.

Proprietary applications are allowed in the "extras" bucket. (Jetbrains has all their proprietary applications there: https://scoop.sh/#/apps?q=jetbrains . I've seen many different proprietary applications from other organizations).
Here is a the relevant thread: https://github.com/ScoopInstaller/Extras/issues/7170 (It seems they decided to keep the status quo and leave it to maintainers to select the correct license type. i.e. Proprietary, Freeware etc...)
qsv is already available on scoop.sh
It would be very convenient to have qsv pro on there as well.
