Suggestion: In CONTRIBUTING.md, mention meeting IRC logs #160

Consider mentioning the availability of IRC logs of the meetings and linking to https://irc.jquery.org/%23jquery-meeting/ , for the benefit of those who are unable to attend and who don't wish to wait for the official minutes to get written up & posted.

That reminds me, I should really post official meeting notes, I sorta fell behind.
