IT: limit the data getting into splunk

unfortunately, we dont have an unlimited amount of disk space. we need to limit the data stored on disk by Splunk.

Once we decide on which indexes to use and what the priorities are on what information we need to maintain historically, we can simply limit the index's disk space to a fixed size and it will take care of the rest.
