upgrade to latest JSHint via grunt and turn on "enforce double quotes" #55

If we can get @cowboy to cut a new version of @grunt that includes the updated JSHint, we can enforce double quotes using the quotes option, as prescribed here: http://docs.jquery.com/JQuery_Core_Style_Guidelines#Strings
