Update web-base-template to use local.* instead of dev.* #64

What's wrong with "dev.*"? Works well for me and is more useful when it comes to autocompleting URLs in the browser, as "local..." is already used plenty elsewhere.

Because local already has DNS entries so that people don't have to edit their hosts file. We wanted to just add dev, but there's all those damn links from dev.jquery.com to the bug tracker :/
