Track open issues in content repos #3

As part of the roadmap, we want to ensure that the content repos are at a healthy cadence (meaning either less than 5 issues or closing more issues than are being created). Development is well underway and will be ready to demo in the next few days. Waiting to see whether the cron job works.

These are now tracked at https://coloma.users.ecs.westminster.ac.uk/jqueryStats/contentIssues.php We will look at using Splunk data in the future, but this solution is working for now.
