Base theme: update to latest jQuery #332

Did you do any testing across sites?

@scottgonzalez I didn't do any cross-browser testing, since I just updated to latest version of 1.x. In most sites I played around a little and looked at the console if any errors were thrown, and seems like it's all fine. Only thing is that I'm having issues setting up download.jquery.com locally, could you help me testing that one?
