Move some of readme.md into a new CONTRIBUTING.md file #2

Basically need to move the stuff that tells people how to contribute. Use this as a reference, if needed: https://github.com/jquery/jquery/blob/master/CONTRIBUTING.md

The contributing guidelines are already there: https://github.com/jquery/jquery-mobile/blob/master/CONTRIBUTING.md

The section "Submitting an issue? Some tips" on page http://jquerymobile.com/contribute/ should be replaced by a link to the contributing guidelines.
