Build: Move external libraries to external directory #301

I left js/pretty.js alone because there have been several modifications to it and it's a fairly simple script.

I didn't do any testing, so I'm hoping someone with a local setup can test this.

Just checked this locally. After updating ua-parser, the homepage renders fine and the dropdown still works. I couldn't check any other views since rewrites are broken in my setup. I think this covers all the changes anyway.
