UTI com.growl.regdict should conform to com.apple.property-list #488

Without this, Xcode 4 will refuse to edit it using the plist editor. If it's a 
binary property list, you don't even have the option to edit it.

If you have Growl.app installed on your system, growlRegDicts have a nice icon 
and such...but are treated as binary files by Xcode if they are binary plist 
format.

Mac OS X v10.7.4, Growl.app 1.3.3, Xcode 4.3.2

While it's understandable that as a developer that you'd want to be able to dig 
into that file, we don't want users to be able to. Doing so could be 
detrimental to both Growl and the associated app. As such, closing as wontfix.
