Default Spinner Partially Displays on Some Graphics #4

For some graphics (currently seems to be the ones generated by Figma, but not confirmed) the injected default loader is only displaying the track for the spinner and not the animated spinner.

To recreate use the test harness and set the delay to be non-zero and change a data value to trigger a reload. The spinner will show in its partial state: Kapture 2021-06-16 at 14 42 45
