Bug in /builder build excavate #15

no errors are given but if you leave the area of the project build and you have the command set as that if you come back the builder reverses building and starts removing what he was building. then starts over again. this is a serious bug for large projects that take a while.

Change the keep-chunks-loaded setting in citizens2 to true. this will prevent the builder from despawning when players leave the area.
