Maybe this should be hinted in the comments, since this could be difficult to find out.

Do you have a "map" for West Germany? Right now it dosen't do any good to use that inside $settings["parental_guidance"]["countries"] because it's not available inside $settings["parental_guidance"]["map"].

You are completely right. It should be included there as well. I also removed the label for age 14, since it is not present: https://de.wikipedia.org/wiki/Altersfreigabe#Deutschland
