Test what layer scales work well for RadialSolver #44

The RadialSolver method has the option of scaling relative and/or absolute tolerances based on the layer type. See, for example, here. The scales that are currently in place are just best guesses. Some thorough benchmarking and testing is needed to provide better scales.
